Abstract:
The main purpose of this paper is using the analytic
methods and the properties of Gauss sums to study the
computational problem of one kind hybrid power mean of three-term
character sums and two-term exponential sums, and give an exact computational formula for it. As an application of this result,
we obtained a sharp upper bound estimate and lower bound estimates for the three-term character sums and two-term exponential sums
